Tariffs are here. Time to organize!

As of 12:01 am ET on May 2, 2025, low-value (<$800) direct-to-consumer (D2C) shipments comprising goods made in China, Hong Kong and Macau will no longer be eligible for duty-free entry to the U.S. under de minimis (19 U.S.C. Sec. 1321).

  • Shipments transported by all modes (air, ocean, rail and truck) are subject to multiple customs duties (61.5%-125% ad val.), taxes and fees.
  • Shipments transported via postal service (between May 2-June 1) are subject to 120% ad val. or $100 per item, and 120% or $200/item after June 1, 2025.  (No other duties apply.)

There are reports that large retailers have met with Administration officials and the retailers are now advising their Chinese manufacturers to resume production as tariffs will come down soon.  If you are a small-medium size e-sellers that has not been invited to the White House to discuss tariffs, here are a few questions:

  • Have you cancelled orders from your Chinese vendors?
  • Have you figured out your tariff strategy?
  • Are you able to secure a vendor outside of China, Hong Kong, or Macau?
  • Are you confident that you will be able to place orders with vendors to secure product to replenish inventory or for holiday sales?

If you feel overwhelmed with the tariff changes, need trade advice and want to be pro-active in getting your voice heard by policymakers and regulators so that your business does not experience such chaos again, join your fellow e-sellers to become members of EMTC.
